In May 1976, despite a then-recent Court of Appeal decision (11 December 1975) not to overturn Davis's criminal conviction, the Home Secretary, Roy Jenkins, on partial completion of a police review of the case, agreed to recommend the release of Davis without further referral back to the Court of Appeal. The period of official embargo on the release to the Public Record Office of official papers, related to the 1976 decision to free Davis, has now been extended by 20 years until 2026. been more interested in covering up some unpleasant features of the case than to do justice to a man who has suffered much wrong.

Figures from 31 police forces obtained by RADAR under the Freedom of Information Act reveal at least 750 accusations were made against officers between 2016 and 2020. Importantly, the original campaign to free Davis overlapped with, variously influenced, and was in turn influenced by other criminal justice campaigns in London, particularly the Free George Ince Campaign. At the time of Davis's release, former Home Office Minister Alex Lyon wrote at some length to explain the genuine difficulties he had faced in seeking to resolve the constitutional difficulties he saw as preventing Davis's release from a conviction that he had regarded as unsafe. Carol Johnson, that he could reopen the Confait case only on fresh evidence or fresh facts relating to the issues.

The present Home Secretary, however, has done a total reversion, right back to before 1974, to a harder line—a very hard line indeed.

This is the second time that I have used an Adjournment debate to bring to the attention of the House the long-drawn-out, strange and sad case of the conviction of George Henry Ince.at Walthamstow on 18 May 1974 were passed on to the Yard's Senior Scientific Officer, Peter Martin, on 21 May and he reported his negative findings to the police officer in charge of the case on 20 June. The barred list was introduced after the Policing and Crime Act 2017 made it a requirement for all Home Office police forces in England and Wales to inform the College of Policing of conduct or performance dismissals. Before Chappell's 1976 trial and conviction there was media criticism of the decision by the courts to refuse bail to the Headingley defendants (for example The Daily Telegraph editorial "WHEN TO GIVE BAIL", 28 August 1975) and eventually bail was granted to all of them. On 8th April 1976 the then Home Secretary said that he could reopen the case on some new evidence or other consideration of substance—that is, some consideration other than new evidence. Chippendale rang up the Chief Constable of Essex to check a point or two he was told that if his paper published anything about the Sills report he would be liable to very damaging consequences, whatever that may mean.

If that were so, the independence of the judiciary and of our legal system might well be undermined. The process of testing is necessary not only because the Court of Appeal can sometimes be rough on a Home Secretary who has made a premature referral but because such a referral can be prejudicial to the man himself. This is a used book - there is no escaping the fact it has been read by someone else and it will show signs of wear and previous use.A further complication turned on the fact that Davis might never have been committed for trial from the lower courts had blood test results been disclosed at the committal stage. Secondly, I am authorised to say that the investigation will not be undertaken by the Essex police force but will be placed in the hands of an officer from another force. Davis received a namecheck in the Duran Duran song "Friends of Mine" on the album Duran Duran (1981): the chorus begins "Georgie Davis is coming out". A number of blood samples (matching different blood groups) were recovered and formed part of the prosecution case.
